TREATY DEADLOCK. By Telegraph.—Press Assn.—Copyright. Washington, June 13. The treaty negotiations between the United States and Mexico have reached i deadlock. Obregon is disinclined to inter into a treaty of amity and commerce, as advisers are divided over tne manner in which American property rights should be treated under the 1917 institution. America contemplated their recognition with the signatures of the treaty, but Obregon has refused to lign until recognition is made, and sonsiders himself bound by the constitution, which provides against treaties which abridge citizens’ rights.
