SHIPPING TROUBLES.

After several marine strike conferences, the Secretary for Labor (Mr. Davis) took the question to President Harding, and details were worked out of the proposals to be presented to the Shipping Board and the seamen. The suggested basis of discussion is a 15 per cent, reduction and an increased overtime scale, making the net reduction 10 to 12 per cent. HOLD UP AT BUENOS AYRES. Buenos Ayres, May 18. The port is threatened with a shipping boycott on one hand and a general strike on the other. The stevedores demand that the Government ban non-union labor, otherwise a general strike will be called. The ultimatum expires at 4 o’clock on Friday. Steamship companies of nine countries with 400 ships threaten to withdraw from Argentine ports unless allowed to employ non-union labor in unloading. Ships are already leaving for other porta.
