Referring to the surplus in the financial statement for the past year, Sir Francis Bell, acting-Minister of Finance, Says the fact is that the surplus does not indicate that there is money to spend on public works and other enterprises, for the greater part of the surplus has «lready_ been transferred to public woks funds by various investments, authorised loans, and for the payment of interest. With a falling revenue it is necessary to provide for contingencies, and there is no balance to transfer to regular public works expenditure.
