The Chicago Tribune’s Tokio correspondent interviewed Professor Matsunami, Japan’s foremost authority on international law, who said: “Not content with the possession of Guam, Hawaii and the Philippines, America has 'annexed Russian territory. What do American activities in Siberia before and after the war mean if she lias no ambition to seize the Asiatic section of Russian territory? America is blinded by an insatiable thirst for other territories. America is wedded to the'doctrine that might makes right. I am one of those who believe that Japan should arm to the limit of its capacity. President Harding has declared his opposition to limited armament; therefore his attitude must be followed by the Japanese.”—Aus. and N.Z. Cable Assn.
