NEW PENALTIES. A FORECAST FROM PARIS. IMPOSING MORE'TAXES. By Telegraph.—Press Assn.—Copyright. Received April 21, 10.50 p.m. Paris, April 20. A forecast of the penalties which will be enforced in the event of Germany’s default includes a tax of fifty to seventy francs a ton on coal mined in the Ruhr, a tax on exports, and the seizure of a proportion of shares in industrial con-cerns.—Aus.-N.Z. OCCUPATION OF RUHR. WHY MINES MUST WORK. Received April 21, 7.45 p.m. London, April 20. In regard to the occupation of the Ruhr district in the event of Germany not fulfilling her obligations, a French commentator points out that if the German miners in the occupied coal basin refuse to work Germany will have no coal, as the only other German coalfield, apart from Upper Silesia, is the Saxon basin, which is very poor. This will threaten Germany with a general stoppage, which surely will compel her to carry out her obligations.—Times Service. FRENCH DEPEND ON BRITAIN. Paris, April 20. The Echo de Paris states that M. Bria nd’s object at the Hythe Conference is to secure the British flag being represented in the Ruhr territory. The Matin hopes that Mr. Lloyd George will be favorable to the French suggestion to secure reparation.
