Count Hayashi is quoted as saying that President Harding can hardly haye considered the possible consequences of his attitude regarding the Yap mandates. The raising of the - question it impossible for Japan to carry on her plans to withdraw her naval administration and .substitute a civil one throughout the mandate territory. Nothing was certain regarding the Entente attitude but, whatever decision is reached, he hoped Japan would not accept it unless' it favored the stand taken by her.
