TURCO-AFGHAN AGREEMENT.

Constantinople, April 9. Newspapers at Angora publish a Tur-co-Afghan agreement signed at Moscow on March 1, assuring a complete understanding on foreign questions. Turkey agrees to re-organise the Afghan army and to supply officers and arms. —Reuter.

A THREATENED STRIKE. New York, April 9. Canadian and American workers in the pulp and paper industry are conferring with the owners. CUBAN FINANCIAL CRISIS. Havana, April 9. The Banco National de Cuba has suspended payment. The failure, in which the liabilities total 26 million dollars, seriously endangers the country’s financial position. It is understood that the sudden fall in sugar prices caused the collapse, which may extend to other Jarge banks. Several institutions, among which was the Banco National, attempted to take advantage of the moratorium to negotiate loans in New York for many difficulties, but failed. —Aus.-N.Z. Cable Assn.
