President Hara ing told a gathering of journalists that there was no practical way in which the United States can ratify the Versailles Treaty, but on the other hand there was no need for the immediate passage of the Knox peace resolution. The Administration would move cautiously and prudently to solve the situation. He insisted that he had no definite plan, and he declined to discuss the possible programme. It is expected the entire subject of international relations will be dealt with in a message to Congress next week.—Aus. and N.Z. Cable Assn.
