It is pointed out by doubters that the total yield of all German taxation is only 3060 millions sterling, of which the Rhine custQms provide only a fraction. INTRIGUE IN URPER SILESIA. Paris, March 17. The Petit Parisien states that the Germans in Upper Silesia have established a widespread secret organisation preparatory to the plebiscite. This organisation is able to control 180,000 immigrants who are really camouflaged shock troops.
