EUROPE AGAIN DIVIDING. By Telegraph.—Press Assn.—Copyright. New York, March 17. Interviewed by the New York Times, Sir Philip Gibbs said: “There will be another European war rather soon. The world has not moved forward as the result of the recent war. Europe is repeating rather faithfully all the old mistakes. The balance of power notion is again predominant in the minds of European statesmen, despite the fact that it plunged file Continent into the last debacle.” Sir Philip Gibbs said the Franco-Polish alliance and other alliances which were being formed secretly or openly merely meant that the Continent is choosing sides again for another tussle.
