Our New Zealand Socialists, many of whom have come from England, show a fondness for quoting the progress of Socialism in the (English Municipalities. In the English Labor Leader of January <l, Mr. Philip Snowden presents the follow ing relating to rates levied:—“ln 141 county boroughs and boroughs the rates levied range from IDs Sd to 26s 5d in the pound, there being only four boroughs in which they were under 10s. Merthyr Tydfil enjoys the distinction of being the highest rated borough in the country, with a rate of 28s 5d in the pound. Poplar is the most heavily rated of the Metropolitan boroughs with 22s lOd in the pound. The increase in rates in 1020 over the previous year averaged 60 per cent, in a large number of boroughs. Next year is bound to see a still further increase and this will go on until the break comes, or until a long overdue Kedasm gf the rating ajstsm is adqs.ted.”
