OPERATIONS IN SIBERIA. By Telegraph.—Press Assn —Copyright. Harbin, Feb. 23. Concentrations of Soviet troops in Eastern Siberia are believed to foreshadow military operations against the Japanese. It is reported that the Bolsheviks are mobilising the population of the Russian Far East, including former soldiers of Kappel’s and Semenoff’s armies.
