AMERICA SPRINGS SURPRISE, s—-~i PROTEST TO LEAGUE OF NATIONS. MESOPOTAMIA AND YAP ISLAND, By Telegraph.—Press Assn. Received Feb. 23, 5.5 p.m. • Washington, Feb. 22. The State Department has announced that? Wilson has sent the League of Nations’ council a note protesting agaihsf the disposition of the mandates now planned by the Allies. The protest applies to the proposed British Mesopotamia mandate, and also to Japan’s mandate over Yap. It is understood Mr. Harding (President-elect) favors the present Administration’s stand. It is learned that the new protest was precipitated by secret information reaching the State Department that the Allies intend approving, through the League Council, of the Mesopotamian mandate at the present session of the Council.—Aus.-N.Z. Cable Assn. Received Feb. 23, 8.55 p.m. Paris, Feb. 22. A surprise was sprung on the council of the League of Nations, who were about to 'discuss mandates, when they found the American Ambassador’s letter stating that President Wilson desired to submit his view, and requesting that “no final decision be taken on any point whatever on the question of mandates” until his views were received. A note embodying his views has reached Paris and is being deciphered. The Council agreed to wait. —Aus.-N.Z. Cable Assn.
