THE GERM OF BOLSHEVISM. PLANS TO INFECT EUROPE. HOPES FOR SOME SUCCESS. By Telegraph.—Press Assn.—Copyright. Received Feb. 15, 7.45 p.m. London, Feb. 14. Investigations of the French police revealed details oMriT organisation for the purpose of infecting France and England and other countries with Bolshevik doctrines. The Soviet headquarters were first established at Stockholm and Copenhagen under Litvinoff, but the British secret service discoveries in connection with the Daily Herald jewels compelled the closing of the Stockholm and Copenhagen office. They have now been traced to Bremen, where secret agents are coining into Western Europe through Esthonia. The detectives secured photographs of many confidential documents. The Bolshevik propaganda is organised on military lines, each country being under, a special director, who is responsible for all -'ecret agents. The directors work under false, names, and do not reside permanently in the country, but move leaving the detailed work to their resident lieutenants. None of the subordinate agents know of the existence of the Bremen headquarters, believing that they receive orders direct from Moscow.

The' last general meeting of the directors at Bremen took place in December. Shortl and notes show that the Bolsheviks have no great hope of success in France or Britain, but regard the prospects in Germany, Italy, and Central Europe as promising. The detectives also secured . a list of Bolshevik agents in different countries and sums of money paid to them.
