SUGGESTED NEW AGREEMENT. THE LANGDON INCIDENT. By Telegraph.—Presa amo.—Copyright. Washington, Jan. 26. It is understood that the substance of the conclusions reached by Baron Shidehara and Mr. Morris is the amendment of the existing commercial treaty between Japan and the United States in order to grant Japanese subjects lawfully present in the United States equal rights with the nationals of any other foreign nations, save citizenship on naturalisation and the revision of the existing “gentlemen’s agreement” absolutely prohibiting Japanese emigration to the United States and Hawaii but permitting it to the Philippines. Japan acknowledged the receipt of the American Note in reference to the shooting of Lieut. Langdon and will reply when the. present investigation is completed. The American Navy Department is informed that an American naval court of inquiry found Lafigaon blameless and that he was subjected to an unwarranted attack by a sen€ry. General Oi has warned divisional staff officers that their sentries must use greater precautions to prevent similar I incidents.—Aus.-N.Z. Cable Assn.
