RUSSIA’S DEBTS.
NO RECOGNITION OF LIABILITY. By Telegraph.—Press Assn —Copyright. Received Jan. 25, 8.15 p.m. London, Jan. 24. The official text of the draft agreement between Britain and Russia follows the lines of the cable, but shows that it does not include recognition of pre-revolution debts. A declaration annexed to the agreement stipulates that such debts shall be equitable, and shaE be dealt with in a general treaty at a later date, Russia, meanwhile, admitting ■liability in principle.—Aus. and N.Z.
