Viscount Kato, in an article, declares that Japan should have withdrawn her troops .from Siberia as soon as the relief of the Czecho-Slovaks was accomplished, otherwise she should have dispatched a more powerful force to sweep the Bolsheviks from Eastern Siberia, and aid m the establishment of a strong anti-Boi-shevik Government. Japan’s Russian campaign cost many lives and 400 million yen, and it was therefore criminal. Japan would, regret the occupation of Northern Baghalien. Viscount Kato regretted that the United States was not a member of the League of Nations. He approved the restriction of armaments, but considered Japan’s naval programme the minimum for national defence.
