New York, Jan. 11. •Mr. Daniels (Secretary of the Navy), testifying before the Naval Committee, said that a conference of nations to arrange an agreement for disarmament was advisable. Mr. Harding should strive for this. Utftil that conference secured a world agreement let there be no cessation of the building of ships already authorised by Congress.
