PREMIER URGES ECONOMY. “MUST BE REDUCED." By Telegraph.—Press Association. Wellington, Last Night. The following memorandum emphasising the great need of economy in departmental expenditure has been forwarded by the Prime Minister to the heads of State Departments: — “I shall be glad if you will direct the heads of departments under your control that departmental expenditure must be reduced as much as possible, having one regard to efficiency. Departmental heads should be instructed, before committing the State to any abnormal expenditure, to first ascertain from the Treasury that the cash can be provided without undue cost. It should also be noted that the financial position in London ifi such that caution should be observed when placing orders beyond New Zealand, as until the balance of trade is restored it may prove difficult to provide money in London without the payment of a high rate dT exchange.”
