GREATER RANGE ADVOCATED. INDEPENDENT pF POSITION. , By Telegraph.—Press Aasodatlon. Wellington, Jan. 6. At th© Educational Institute Conference to-day Mr. W. L Foster (Wellington) moved that provision be made for promotion of all teachers without the necessity of transfer of position. He urged that pay should depend on service and not on position. Everyone admitted that one of the greatest blots on the system was the break of continuity through transfer to othei! schools in order to secure an increase in salary. In a keen discussion which followed payment on attendance was strongly condemned. A compromise was suggested by making salaries partly dependent on position and partly on grading. An amendment was moved to this effect, but it was lost on the voices. Mr. R. R. Hunter (Otago) moved a further remit, as an amendment, as follows: “That the Education Department be requested to draft a scheme providing for payment of salaries on the basis of years of efficient service, with bonus additions for added responsibilities of position.” Mr. Foster withdrew his original remit and it was decided to substitute a re-affirmation of a resolution passed at the past year’s conference with an addition that provision be made for a greater range of salaries for teachers without the necessity of transfer of position. The institute resolved that, in common justice io the teaching service, all removal expenses should be paid by the department, as is done in other branches of the civil service; also that the married assistants* allowance should be in* corporated in salary and that, in cases where residences are provided, a fair rent be charged.
