LOAN PROPOSALS. • By Telegraph.—rrcss Assn —Copyright. Peking Dec. 22. The Ministers representing. America, Britain and France, upon the solicitation of the Chinese Government, took up with the Consortium the question of a loan of four million dollars for the relief of the famine. '
The negotiations-are progressing favorably, although one matter is unsettled. The Consortium insists that the money should be given directly to foreign relief associations, since it is feared it may be used for purposes other than famine relief. The Government asks that the funds should be handed to the Ministry of Finance. —Aus.-N.Z. Cable Assn.
