JAPAN PRAISES THE LEAGUE.

London, Dec. 24. M. Hayashi (the principal Japanese delegate to the League of Nations Convention) has returned from Geneva greatly impressed with the work of the League Assembly. The creation of an International Court, he said, would have been impossible but for the League, while the mere expression of views on disarmament was of the greatest value. M. Hayashi did not think any Power on earth would go to war in the near future except the Soviet Governments, and he was "sure Japan, in common with other nations, would do everything possible to limit armaments. Japan had no intention of setting the'pace in the race for armaments; her naval programme was purely a defensive one"— Aus.-N.Z. Cable Assn.
