Paris, Dec. 21 The Premier, M Leygues, indicated before the Finance Commission that tho Government contemplated the evacuation of China after coming to an agreement with Turkey and Kemal Pasha, demanding guarantees against massacres of Armenian population. The Commission approved of tho Premier's declaration and passed the credits for Syria and Cilicia.
