Offieal Japanese quarters declare that Japan's objections to the Soviet Government territorial concessions which were reported to have been granted to the American Syndicate are' based on the treaity which Japan made with the old Russian Government, under which Japan was allowed to exploit valuable fisheries on the North Siberian and Kamchatka coasts. It is held that the concessions would bar Japan from the fisheries. It is also possible Japan will fclaim that tho concessions violate Japan's Far Eastern position outlined in the Root-Takahira and Lansing-Ishii agreements with the United States,

ANTI-JAPANESE LEGISLATION.

Tokio, Dec. 3. Baron Sakatani, former Minister of Finance, addressed a conference of twelve associations interested in JHpant se " Ame r ie(ln Nations. He hinted that Lahforman anti-Japanese legislation might come up before the League of Nations.

Baron Sakatani added that it was uncertain whether .the new treaty between Japan and the United States wouldsolve the problem. Tt was necessary to' inform Americans that Japan's case rested upon the principles of justice.— Aus.-N.Z. Cable Assn.
