It is understood that the Foreign Relations Committee will assume this attitude on. tho ground that the immigration and rights of Japanese in the United States are not proper subjects for a treaty, that the United States should not make concessions to Japan so long as Japan holds the Marshall and Ladrone Islands, and that a treaty will prove uo more effective than a gentlemen's agreement.—Aus.-N.Z.
