It is stated that any proposal to settle the' Japanese question by means of a treaty will encounter opposition.in the Senate. It is understood that the Foreign Relations Committee will assume this attitude on. tho ground that the immigration and rights of Japanese in the United States are not proper subjects for a treaty, that the United States should not make concessions to Japan so long as Japan holds the Marshall and Ladrone Islands, and that a treaty will prove uo more effective than a gentlemen's agreement.—Aus.-N.Z.
