PROPOSED AMENDMENTS NEGATIVED. By Telegraph.—Frew. Assn—copyright. London, Nov. 24. At the Geneva Conference the League Council decided that the Budget should be based on the gold franc as the monetary unit. The First Commission refused to accept f.he amendments to the Covenant suggested by Sweden, Norway, Argentina and Panama. Mr. Balfour thought it was inopportune for any country to suggest ( an amendment within six months of its admission to the League. Probably the amendments will be referred to at the next session of the Assembly. The Council invited the Scandinavian States to police the Vilna territory during the taking of the plebiscite. The Disarmament Commission was unable to make progress beyond academical discussions. France feels that the League must be certain that Germany carries out the terms of the Peace Treaty concerning disarmament. France also considers it prudent to be reasurred against Germany arming secretly.—AusN.Z. Cable Assn.
