THE NEW GOVERNMENT. By Telegraph.—Pre«» Assn.—Copyright. Athens, Nov. 24. The Government Press announces that M. Rallis, the Premier, intends to visit the Allied capitals and open direct negotiations with the Allied Governments regarding the situation. It is also stated that, in order to prove the sincerity of its feelings towards the Entente the Greek Government is ready to give any guarantees that may be demanded.—Reuter. FRENCH OPPOSE CONSTANTINE. Paris, Nov. 24. ,M. Leyguea declares that France cannot permit Constantine to return, as it would enable Germany to re-establish her power in the East.
