Mr. "Pussyfoot" Johnson, the American prohibition organiser, commenting on the Scottish poll, said: "If I had been managing for the 'wets' I would have adopted altogether different tactics. I would not have held a single meeting. Instead of stirring up women and the churches, and pestering the public, I would have remembered that apathy counted for the 'wets.'
