FRANCE'S PROPOSALS. Bj Telegraph.—Press Assn Copyright. Received Nov. 5, 5.5 p.m. London, Nov. 4. The French Government has signed a compact with the French Wireless Company to establish a commercial service between France and all other countries. The Government receives a share of all profits after the shareholders have received four per cent, interest. The company is now erecting two stations near Paris, one for trans-oceanic work and the other for communication with European countries.
