SPECIAL ORDER MAKING JOINT BY-LAWS for the Counties of Hawera, Eltham, Waimate West, Egmont, Stratford, Inglewood and Clifton. "VOTICE is hereby given that at respective Special Meetings of the Councils of the Counties of Hawera, Eltham, Walmate West, Egmout, Stratford, Inglewood and Clifton, held as follows, that if to say:— A Special Meeting of the HAWERA COUNTY COUNCIL, held at 'Hawera on the 9th day of October, 1920. .A Special Meeting of the ELTHAM i; County Council, held at Eltham on the 9th day of Octo!>~, 1920. A Special Meeting of the WAIMATE WEST COUNTY COUNCIL, held *' at Manaia on the 11th day of y 7 A Special Meeting of the EGMONT T COUNTY COUNCIL held at Opunake on the 12th day of October, 1820. t.. A Special Meeting of the STRATFORD COUNTY COUNCIL, held at Stratford on the 9th day of October, 1920. . Special Meeting of the INGLEWOOD COUNTY COUNCIL, held at Inglewood on the 9th day of October, 1920. A Special Meeting of the CLIFTON COUNTY COUNCIL, held at Waitara on the Bth day of October, 1920, 1 Resolution was passed as follows: "That in pnrsuancc and in exercise of the powers conferred upon it by "The Counties Act, 1908," "The Public Works Act, 1908," "The Public Health Act, 1906," The Motor Regulation Act, 1908," "The Explosive and Dangerous Goods Act, I 908," The Public Reserves and Domains Act. 1906," and the several Acts amending the sane respectively, and of every other power in this behalf enabling the Councils of the Counties of Hawera, Eltham, Waimate West, Egmont, Stratford, Inglewood and Clifton do hereby by Special Order make and ordain & By-Law intituled "The Tarenaki Counties Joint By-law, 1920," in the form and words of the prepared By-law now before this meeting, and which said prepared By-law has been signed by the Chairman of (his County for the purposes of identtfeatioc, such Joint By-law to be in force throughout the taid Counties of Hawera, Eltham, Waimate West, Egmont, Stratford, Inglewood and Clifton. The object and purport of the proposed Joint By-law is:— PART L—Relates to interpretation and Penalty Clauses and repeals prior By-laws. PART, n.—Relates to Licensing Vehicles, defines various vehicles, requires same to be licensed, requires Drivers and Conductors to be licensed, defines conditions of License and rules to be observed in carrying passengers for hire, and powers of Inspectors' authority to cancel licenses. PART m—Relates to motor cars, motor delivery vans, motor waggons, and motor cycles. Defines the various motor vehicles, the conditio*,* under which same may be used, the appliance to be attached to same, the abolition of spot lights. PART IV.—Relates to Heavy Traffic. Requires vehicles engaged in Heavy Traffic to be licensed. Provides for License Fees, weight of various vehicles, compensation tor damage done for cancellation of licenses, for measurement of weight of load. Conditions under which bridges and culverts may be crossed. Number and weight of trailers. Production of License on request. Closing Roads to Heavy Traffic, giving notice of specific contracts, speed of traction engines, conditions under which traction engines may be - used on roads and across bridges and culverts PART V.—Relates to width of tyres on wheels. Provides for minimum width oT tyres, ascertaining weight of loads. Abolition of oval tyres, requires Drivers to assist in ascertaining weight of load, provides penalty for refusal, and this part of this Bylaw does not apply to vehicles driven by mechanical power. PART Vl.—Relates to Buildings, Drainage, Nuisances, Keeping of Animals and Privies. Provides penalty for breach, -requires permit to bnild houses. Provides conditions under which permit issued, conditions as to area and position of building, conditions under and materials of which same may be built Conditions to be observed in putting in drainage. Removal of waste matter. Burying animals. Conditions under which animals may be kept. The' structure and privies. PART VTL—Relates to Roads, Public Places, and Nuisances, and provides for the conditions and regulations to be observed with rf October, 1980.
