By Telegraph.—Press A.ssn.—Copyright. Paris, Oct. 20. The Labor Union executive at Bucharest (the capital of Roumania) has declared a general strike. The Government has declared a state of siege and established a press censorship. Rome, Oct. 24. War rationing has been re-imposed, including four meatless days per week. Bucharest, Oct. 24. A renewal of the strike was proclaimed in Roumania. The Government, as a counter-blast, proclaimed martial law, closing up trade union offices and arresting two pro-Soviet. Deputies. The general strike is only partial in its effects.
