By Telejraph.—Press Assn.—Copyrljht. Melbourne, Oct. 2fi. Iu the Victorian elections, Mr. Outrim, a Nationalist and "father of the House," in which he had sat for 3/ years, was defeated. The strength of the parties, compared with the last Parliament, is as follows (total 65): Nationalist, old House 3S, new 31; Labor, 18 and 21; I'armors, 7 and 11; Independent, 0 and 1; Independent Labor, 2 and 1. Mr. Justice Iliggins is resigning from the presidency of the Federal Arbitration Court on jfhe ground that the passing of the Industrial Peace Act has created a position leaving him no other option. He says that the new legislation has undermined the influence and usefulness of the court, and will give rise to many industrial stoppages. Mr. Hughes declined to comment.
