The Japanese Foreign Office and the Cabinet are not disposed to submit the racial equality question to the League of Nations, as the time is considered inopportune, in view of the California situation, and Japan wisFes also to maintain that th» tKeory of the League is not yet sufficiently ptrong to settle international disputes, thus forestalling any attempt by the League to solve the Shantung problem.—Aus.-N.Z.
