Sir Charles Addis, British member of the Chinese consortium, in a speech, pointed out that al] contracts for construction and supplies to China will be open for bidding to the whole world, and eil'orts will be made to secure the best type of equipment. The consortium will be careful to avoid emnity with any groups in China, whose sovereignty will bo unimpaired.
