DEFENCE OF JAPAN.
TOKIO FORTIFICATIONS. By Telegraph.—Press Assn.—Copyright, Received Oct. 17,5.5 p.m. Tokio, Oct. 15. M. Hara (tlie Premier) has announced that the Japanese Government will spend 2,500,000 yen in increasing the fortifications of Tokio harbor. The Premier emphasised the need for industrial mobilisation in the event of emergency. The plan outlined involved the co-ordination of the units of each industry, and the construction of a harmonious programme of effort for mints, railroads, shipping, and industrial plants. —Aus.-N.Z.
