BOROUGH BY-LAW UPSET. By Telegraph.— Press Association. Timaru, Last Night. At the Magistrate's Court, Mr. Mosley, S.M., gave reserved decision in a prosecution under a borough by-law in force since 190(1 limiting the speed of motor cars to 10 miles an hour within the borough. Mr. Mosley agreed with the defence, ami on certain Supreme Court decisions declared the by-law invalid, as it was unreasonable, in that it fixed a uniform speed for all streets and all hours of the day.
