STATEMENT BY FRENCH PRESIDENT. By Telegraph.—Press Assn.—Copyright. New York, Oct. 3. The Paris correspondent of the New York Times obtained an authorised statement from M. Millerand's viewpoint on Franco-American relations. "We French have before us a situation that is most simple and encouraging concerning treaty guarantees between France and the United States. One great American political party is prepared to ratify the treaty immediately 93 It stands, and the other would, ratify it on condition that certain clauses were eliminated.
