STRATFORD COUNTY COUNCIL
MONTHLY MEETING. The Stratford County Council met on Saturday. Present: Cra. E. Walter (chairman), S. Pitt, L. Baskln, H. B. Worthington, J. O'Neill, W. H. Were, T. E. Coleman, and T. R. Anderson. ENGINEER'S REPORT. The engineer (Mr. J. W. Spence) reported as follows : North Riding (East).—The tank on the Beacons Held Road opposite- Mr. Mayhead's property has been cut down, the material being used to widen the filling near the Bame point. North Riding (West).—The work authorised on the Derby Road ha 3 now been completed. Had the work promised by the settlers been dons earlier a greater amount of shingle could have been placed on this road. The length of the carting was much greater than anticipated, the late freshes having carried the shingle some distance down the stream. On inspection, the Rutland Road was found, where the heavy carting had been carried on, to be completely done, patching will be of very little use, some 15 to 20 chains will require to be refaced. South Riding.—Tlie refacing of the Finnerty Road from the road corner to the first bridge has been completed, the balance to the tallway crossing will be put in hand later, tt not being advisable to put In the heavy clay Ailing till the weather can be depended on. About 150 yards of old broken metal have been placed on the far end of the Wlngrove Road, 300 yards of pit imetal have also been used In dressing this road. An old wooden culvert was renewed with a set of 18-inch pipes. The erection -' the Flnnerty Uoad bridge Is again in hand and every endeavour Kill be made to push this work on.
East Riding (Toko).—The work of raking up the loose metal on the sides of the Ohura Road has been completed, about 16 yards of this metal have been placed on the ihuroa Road West. The tarred portion of the Ohura Road has been clay banked, the water-tables have also been cleaned out. A set of pipes is required for carrying the miter under the footpath In the Toko township. Repairs have been carried out on the Skinner, Toko, Raupahu, Ahuroa East, Makuri, and Waiwirl Roads. Owing to a small wash-out on the lost named road the filling had to be made up. East Riding (Douglas).—l regret to state that the foreman for this riding has been | 111 for the past few weeks. The Tangyo steam engine has .received a thorough overhaul, both engine and crusher have been taken out to Gordon Road, and arrangements made for having both placed on the prushing site. '• East Riding (Huiroa).—The Akama Road lias been water-tabled throughout. Makuri East, Douglas North, and Douglas South water-tabled. Repairs have been effected to a small bridge on the Mohakau Road near Kiore. Twenty-seven yards of shellrock were carted from the Waiwiri Road Saddle for maintenance on the Makuri Road. It was necessary to bury a beast which was found dead on the Douglas North Road. West Riding.—A set of 12-inch pipes have been laid across the Manaia North Road. Two cuttings on the unraetalled portion of the southern end of the Brooks Road have been trimmed up. Mangaehu Riding.—During the month the slips on the Tututawa, Popuamul, and Mangaehu Roads have been removed. Some of the banks at the corners of the Mangaotuku and Mangaehu Roads have been Improved, and in places the metal has been clay banked. The slips on the Manga and Whaka Roads are reported to have been cleared, also the filling at the concrete wall near Mr. J. Godkin's was completed. The report -was received. CORRESPONDENCE. ' The Walmate West County Council forwarded a resolution relative to the inspection of meat intended for human consumption.— Received. The Chief Health Officer, wrote expressing regret that the Council had endorsed the resolution of tho Waitaki Hospital Board asking that ."II sunitary Inspection be carried out by offices ot ,i le ruulic Health Department. It carried to their l conclusion the chief functions of locnr suiernment would be taken from the control of local bodies. The letter described in detail the proposals contained in the Bill and mentioned that one advantage of the Inspection by local bodies was that the cost to the country districts would be less.—The Council decided to take no further action in the matter. Messrs. Cleland 8r03., Mangatotara, were granted permission to erect a gate across Gordon Road, opposite their woolshed, during the pleasure of the Council. The Stratford Municipal volunteer Five Brigade (made application tor their usual subscription from the Council—Received. Mr. R. W. Uncles, Midhirst, applied for the lease of Whltcombe Street, leading oft Kent Terrace.—Request declined. STORAGE OF PLANT. The Stratford Borough Council wrote complaining that a good deal of the Council's road-making plant was left standing in Juliet Street South, and requesting that the nuisance should he abated. The chairman said a good deal of work would be required if the plant was taken on to the Council's present section. The ground was soft and would require a good deal of metalling, and he did not think it was advisable to spend money in improving it as the land would probably be required by the Railway Department when the new station was being built.
It was decided to reply to the Borough Council stating that steps would be taken to abate the nuisance complained of. The Council then went into committee, and on resuming it was reported that U had been decided to purchase a piece of land in Cella street, near. Cordelia. Street for the purpose of holding the Council's plant.
A BOROUGH REQUEST. The Mayor of Stratford (Mr. J. W. McMillan) waited on the Council in support o* an application from tho Borough Council that the County engineer (Mr. 3. W. Spence) should permitted to act as advisory engineer the Council, pending the appointment of a borough engineer. Mr. McMillan said the Borough Council did not propr.se to call for applications for an engineer until the loan proposals were submitted to the ratepayers. Which ever way the proposal went, the Council would then appoint an engineer. The loan proposals would be submitted to the ratepayers in a few weeks' time.—The request was granted, conditionally on Mr. Spence's services not being required during the day. GENERAL A deputation consisting of Messrs. C. J. Belcher, C. E. McGuinness, and Fitzgerald (Eltham County Council), and A. Kirk and W. Deed (ratepayers of tho Eltham County), waited on the Council with a request Hint the Council should put in order twenty chains of the Wingrove Road in the Strttford County, joining on to the boundary of the Eltham County.—After discussion, it was decided that Crs. O'Neill and Coleman be appointed to meet a committee of the Eltham Council, in order to go into the question of overcoming the difficulty. A request, from three ratepayers that a loan be raised for the purpose of forming and metallM* 03 chains of a new road off the Toki; <oad, was granted.

Pitt and Baskin should interview the ratepayers on the west side of the North Riding to ascertain if they were agreeable to a loan being raised for the. purpose of improving the roads. It was decided to authorise the clerk to issue permits for all essential buildings Conning within the scope of the Council's authority under the Board of Trade regulations. The matter of appointing a foreman for the Toko Riding was left in the hands of the riding members, with power to act.
