His mission is secret, but it is rumored iu military circles that the evacuation of Bagdad will be ordered by February. It is also stated that the military view is that order must be restored before any great departure in policy is undertaken, as it is now recognised that the administration has not appreciated the fact that the country is too primitive for advanced government.—Aus.N.Z.
