The Governor-General appealed to the population to sacrifice personal interests in an hour of the greatest public and social danger. Trains to the border are run by naval engineers. The commercial community in the English colony is supporting the Government. Representatives of England, France, Japan and Italy meet at 'Washington on October 8 to prepare the agenda for the International Communications Conference. An earthquake is reported at San Jose (California). No damage is reported. It is understood that the United States Government has dispatched another Note to Mexico, asking the Obregon Government to accord American lives and property rights the fullest protection. Mexican circles here believe that Obregon's reply will be conciliatory and satisfactory, since he desires to set Mexico right in the eyes of the world. The sending plant of Japan's new high-power wireless station is expected' to open in October. Yurin, a commercial commissioner representing the Vcrklmoudinsk District Government in Siberia, has arrived at Peking for the purpose of establishing trade relations between Siberia and China. Yurin conferred with the Chinese Foreign Office, although, he was not officially received. It is reported that the French Minister advised the Chinese authorities against forma) negotiations. Mr. Dickenson, a Newcastle shipowner, has submitted a proposal to the Tyne Improvement Committee for the establishment of a steamship line from the Tyne to India, China, Japan, and Aus-tralia.—Aus.-N.Z.
