THE NEW BILL DELAYED. WHAT IS THE REASON? * (By Wire.—Parliamentary Reporter.) i Wellington, Last Night , For some time now the Legislative Council has had before it the Legi*-j lative Council Amendment BJII at -it*, second reading stage. The Bill contains) only minor amendments, its main object! being to fulfil a promise of the Prime , Minister that members would ,have i final opportunity ,oi considering the original Act before it was brought into effect by proclamation. Sir Francis Bell moved the second reading some weeks ago, and the debate. was then adjourned, at his suggestion, to allow lflcinhers to consider the matter thoroughly before they spoke upon it. It has appeared frequently on the order paper since then, but on each occasion there has been a further adjournment. To-day the debate was adjourned for fourteen days. In suggesting thie, Sir Francis Bell said he did not want to postpone consideration of the matter, but he did not think it would be possible to deal with it before the time he had proposed. If the Council desired to express any opinion upon the original Act,, he ventured to suggest that it might do so by resolution. He suggested that in the interval those who wished to express an opinion upon the original Act should oonßideV whether it would not be better to do so byresolution than by any effort to Invert) in the amending Bill matter which it) was quite possible might result in tiia third reading never being moved. ] v Members are wondering what it is of J which the Government is afraid. 1 *
