Women's suffrage has been formally proclaimed part of the United States Constitution. A telegram from Mexico City reports that the Government so far has declined ' to negotiate with Zamora and his bandits for the surrender of tho American and Britons who are held for ransom. Ten thousand troops have been concentrated at Jalfuks to advance against Zamora. Later advices from Mexico City to the U.S. State Department report that the Mexican Government will negotiate for the immediate surrender of Zamora and his bandits, who are holding an American and a Briton for ransom. The International Finance Conference is fixed to be held at Brussels on Sep- ' tember 24., The Serbian Government has sent a strongly-worded Note to Albania with regard to tho recent attacks- on Serbian frontier troops by Albanian bands, which have their headquarters at Rushtukula and are completely out of hand and are preparing for a big attack on the Serbs. In view of the increase in his territory, and with the assent of the Cossacks, General Wrangel has issued a decree nominating himself Commander-in-Chief of the Russian. Army, and describing his Government as the South Russian Government. Soviet newspapers report a continuance of devastating fires in many partsof Russia. Thousands of .acres of forests have been destroyed. Five hundred houses were burned in Vologda, involving the deatli of 150 persons. Enver Pasha left suddenly for Moscow, where he is carrying on an agitation to raise the wholo Mohammedan | world against Britain.
