NEW LICENSING BILL.
THE TRANSFER OV LICENSES. (By Wire.—Parliamentary Reporter). Wellington, Last Night. The Licensing Amendment Bill, wnieh has been introduced by the Hon. J, Barr in the Upper House, is intended to render impossible the transfer of licenses , beyond the statutory limit. The existing legislation was intended to do this, but it has been found possible to secure the removal of licenses into new districts by allowing them to lapse, and then applying for a re-issue. The matter has been discussed fully in connection with some transfers >already completed. Sir Francis Bell told the Council that the Government would not oppose the Bill as long as it was not made the vehicles for general amendments in the licensing law. He realised that owing to weakness in the law the intention of Parliament was being defeated. He understood that the trade would not object to the Bill.
