'THE SCHEME IN ENGLAND. By Telegraph.—Press Assn.—CoTyngbl • Received August 8, 5.5 p.m. London, August 7. | Ministers and representatives of tha master and operative builders discussed the Government plan to accelerate housebuilding. The Government proposes a mobile army of workmen, which will be available to proceed wherever required; a dilution of labor, and piece-work, the Government guaranteeing five years' work; provision for bad weather; sta*dard piece-work rates; and generous maintenance allowance for mobilised men. The next move is a conference between the masters and the men. Meanwhile the men's representatives say they will not have piece-work or dilution at any price.—Aus.-N.Z. Cable Assn.
