By Telegraph.—Press Asin.»»Copyrlght, Received July 21, 1.20 a.m. London, July 19 The Russian reply to Mr. Lloyd George's Note amounts to a refusal of an armistice. Warsaw messages report that the Polish retreat continues on the whole front north of Pripet. A Polish communique, dated July 16, states that the Poles are retreating on- the entire front to prescribed positions, except on the Dubno sector, after totally defeating Budenni's 11th Division.
