The Social Service Committee's report on the moral conditions of the city recommends the abolition of the temperance bars now allowed on licensed premises after six. l o'clock, and antishouting legislation. | With regard to crime arising out of Fex abnormality, the committee is of opinion that mere imprisonment is calculated to aggravate the evil.
