In the House of Commons, Mr. Ormsby Gore asked: "Will the enforcement of the mandatory conditions in the exGerman colonies and mandated exvTurkish territories be delayed until the council of the League of Nations has approved of the specific terms of each mandate ?" Mr. Bonar Law replied that the question was still being discussed, and he hoped a settlement would be possible after the Spa Conference. The British Empire delegation to the Spa Conference met at Downing Street to consider matters prior to the conference. Sir James Allen was present. —Times Service. Berlin, July 1. Herr Severing, the Prussian Minister of the Interior, has informed the Foreign Office that he refused to disband the security police, though he was willing for Entente officers to supervise their employment and equipment. Herr Wirth, the new Minister of Finance, estimates the total debt of Germany as 265,000,000,000 marks.—Reuter Service. REPARATION PAYMENTS. A PROPOSED ALLOCATION. Received July 2, 5.5 p.m. o Paris, July 1. The Matin criticises Mr. Lloyd 'George's supposed method of calculating and distributing reparation payments. It is believed Mr. Lloyd George bases his calculations on the number of lives lost by the various countries in the war, by which France and England receive reparations in proportions of eleven to five.
