HINDERING BRITISH RULE, AGITATORS AT WORK. Mr. Gandhi, the well-knOWn agitator," is the leader of the movement. A campaign has also been started by a wellknown Punjab leader, Lapatrai, in favor of non-co-operation regarding Indian reforms passed by Parliament, by which the leaders refuse to stand for election to the hew Legislative CounciW, and get «btfere to surrender their Votes, thus defeating any candidate endeavoring to secure Service.
