ALARM AT RAPID GROWTH. " B; Telegraph.—Press Assn.—Copyright ' San Francisco, June 22. Governor Stephens, of California, addressed a letter to Mr. Bainbridge Colby (Secretary of State) reading: "While California does not harbor any animosity to the Japanese people, the State does not wish Japanese to settle within its borders. The Japanese population is now 87,270 m California, which views with alarm the rapid growth of the Japanese population and their control of land and forests. In the not distant future there will be the gravest menace of a serious conflict if this development is not immediately and effectively stopped."
