GERMAN PLOT.
FEAR OF NEW REVOLT. REACTIONARIES ACTIVE. By Telegraph.—Press Aaan.—Copyrlsht. . Berlin, May 22. The newspaper Vonvaerts has revealed information of a military organisation directed against the reduction of the army, also aiming at cutting the ground from under the German Soldiers' Union, which during the Kapp revolt placed 90,000 members at the disposal of the Government. Maximilian Harden declares there is no doubt that another militarist revolt will occur. Plans have been worked out in all details, and the French advance alone prevented its execution in April. The National Assembly has completed its task, and Herr Ebert, in a message, congratulated the Assembly on laying new foundations in a time of chaos. They would be remembered in history as the first builders of the German Republic. He also issued a warning against the State. It is reported mat information recently secured indicated that a revolutionary agitation by Right and Left Nationalists. Herr Harden, writing in the Zunkuft, predicts that another reactionary revolt is imminent. The danger centres are south and north-east Germany. The Kappists are encouraged by the Government's leniccy, and thousands of ex-officers are awaiting the signal The workers are not likely again to save tho Government. Herr Harden adds that Bavaria is a favorable ground for reaction and it is unwilling to remain in the Empire in which it has little freedom. The committee appointed by the Ministry of Defence to make an investigation has disposed of 88 cases of officers accused of connection with the Kapp rebellion, including Vice-Admiral von Trotha and Rear-Admiral von Levitzow, who have been dismissed from the service. Twenty-live others have been relieved of their duties.
